Washington - Innie or Outie?

On Wednesday while I was driving back from dropping Jay off at the airport I had the radio turned to a channel that had a morning talk show on. I love listening to talk radio and local news radio is my favorite. 

The DJ's were discussing a study about people moving in and out of states.  They were discussing what states everyone was leaving and what states everyone was moving to. 

I heard people were moving from Ohio and lots of moving into the state of Wyoming, you know because of that, what is it a mine, or gas or oil?

I thought I would find the report and see how Washington was doing.  One of my market areas has a high rate of people moving in and out due to military relocation.

 

Is Washington losing or gaining residents?  I guess you could figure that out with a relocation household moves study. 

 

I know a little about relocation, being a military family we have moved across the country several times.  Look here I even had a photo of an Atlas Van Lines truck getting ready to move us from 29 Palms, CA to Bremerton, WA.  How funny!

Atlas Van Lines survey is based on 80,289 Interstate and Cross-Border Household Goods Relocation
from January 1, 2011 through December 31, 2011.

Looks like Washington is about even with almost as many people moving in (2,752) as people moving out (2,604) which places it in the "balanced" category on the Atlas Van Lines survey. 

The annual study shows that the majority of the Western states remain balanced with only two states changing status. Utah is now an outbound state and Wyoming is now balanced.

Naval Base Kitsap | 2010 Basic Allowance for Housing Rates

Of course once I wrote my post about when the BAH rates would be out I knew that Military.com would have it posted the day before.  Here is my first post and then the link to Military.com with the PDF for all the states.

UPDATED: Click this link and it will take you to the Military.com site for BAH - be sure you remember to look at with or without dependents. Also, remember that the rate is most likely for your base and not the city where you might live.  Look at your last LES for the correct Zip Code. This new rate will be reflected in your paycheck you receive on January 15th, which covers the pay period Jan 1st through January 15.

Bangor Submarine Base : Naval Base Kitsap : Use Your VA Guaranteed Home Loan for ZERO DOWN

I am sure you have heard all the doom and gloom from a million different news reports concerning the lending industry mess, how several loan programs once available are no longer, how zero down loan programs are almost non-existent and how hard it is right now if you have little to zero money available for a down payment. 

But wait; are you a military member or a veteran?  If you are the news isn't as bad.  With your VA Guaranteed Home Loan benefit you can still obtain a loan with no down payment and a fixed interest rate that is as good as or better than a conventional mortgage rate.  This is the time for a VA Loan! What a great benefit to those of you that have served our country!

I want to make sure you understand what a VA Guaranteed Home Loan is.  There are still several myths out there about VA Loans and there are still some real estate professionals that don't understand how it could be the best loan for military members and veterans. 

 

What is a VA Guaranteed Home Loan?

 

Many have the misconception that the military is the organization loaning the money. No they are not. Your VA Guaranteed Home Loan will be made by a private lender, such as your bank or a mortgage company of your choosing that has VA lending approval.  The guaranty means the lender is protected if you fail to repay the loan.  This is also why you will not have to pay private mortgage insurance (PMI) for a zero down loan (if you could find one).  Normally a lender would require a down payment and/or PMI to obtain a loan, since the VA Home Loan has a guaranty which replaces these you will be able to obtain your loan without, but with the same financial terms as if you had made a down payment.  The risk is removed for the lender when the VA gives them that guaranty.

 

Of course you still must meet income and debt requirements, your credit reports will be used and if there are items in your history that are derogatory you can be denied a loan even though you have your Certificate of Eligibility.  The VA cannot demand a lender make a loan to you that would violate their lending practices.  Lenders also must comply with the VA rules and policies when it comes to income and credit standards.  Just having the benefit is not enough, you must be credit worthy. 

 

If a lender is unwilling to approve you for a loan the only thing the VA can do is suggest that you try other lenders. 

 

It could just be the perfect time for you to purchase a home with your VA benefits.  Where else can a person get a 100% home loan these days?!

Bremerton WA | Naval Base Kitsap Military Relocation - My Personal PCS - Follow the Journey | Part 2

Jo and JayIt has been several weeks since I posted about my personal PCS journey.  Of course I think about it daily but the Navy is in a budget crisis (as they are every year) and their new year doesn't start until October 1st so our PCS is sort of on hold. It takes money to move people and without it orders for PCS are not cut.  Like thousands and thousands of enlisted military families we can only really plan when we have "orders in hand". We can't schedule movers, make reservations or flights until we have official orders.  Now I don't know about officer orders so I can't speak to that but right now there are no orders being issued to most enlisted because of the budget. 

Really, it is all so stupid. We know we are moving, we know where Jay is going but because we have no orders in hand we are unable to make any plans or schedule a dang thing! This makes being a military family stressful. It isn't enough just to have to worry about deployments, IEDs, TBI and all the other military drama. We always have to worry about PCS schedules and no orders.

I am sorry if the tone of this post is a little bit of a rant but, I am not immune to the frustrations of a military PCS even though I totally know what I am doing.  I guess it is because right now I can't DO ANYTHING!

We have a saying in military households - Hurry up and wait - blah blah blah!

Well the Olson family is in the wait zone!

Even though we don't have orders I have still continued to do research.  I have contacted the military temporary lodging on Elmendorf Airforce Base so as soon as orders are issued will make arrangements for our stay there after we have to vacate our apartment in Alaska.

We have submitted our Notice to Vacate to the property management company and have given them 61 days notice. 

We have decided to stay at the beach for a week when we reach Camp Lejeune.  I have made contact with MCCS Lejeune and once we have orders will make the reservations and make the full payment.

Right now that is all there is to tell. I have done as much as I can until we get orders in hand. Hello, maybe the Navy needs some of that TARP money - hahaha!

Bremerton WA - Naval Base Kitsap Military Relocation - My Personal PCS - Follow the Journey

Bremerton WA - Naval Base Kitsap Military Relocation.  I have been doing a lot of research the last couple of months on our own PCS (permanent change of station) and while speaking with Jay this morning a light went on. Maybe I will blog about it.  I did write several blog articles last year during the Military Relocation contest and even turned that month long series into a blog of its own - NavalBaseKitsapRelocation.com.  I don't update it but use it as a stand alone type of information site. 

With Jay having chose his next set of orders and receiving his next duty station we will be planning our PCS over the next couple of months.  Jay is stationed in Anchorage, Alaska at the moment.  We have two households, one in Anchorage and one here in Bremerton, Washington.  We will continue to have our home here in Bremerton because I have my business here and since his next tour of duty is a sea rotation he will be deployed more than home over the next 3 years. 

We are headed to Camp Lejeune, North Carolina where Jay will be HMC for one of the units of the 2nd Marine Division.  He is very excited at these orders because he first started his Navy Corpsman career as an HN with 2/2 a few years back.  He is now going back as a Chief.  I didn't know Jay then so this will be the first time I travel to North Carolina.

We will be arranging our 'pack out" in Anchorage for some time in October.  We will ship our household goods to North Carolina, we will ship a vehicle to North Carolina and we will ship his Kawasaki Brute Force 4-wheeler here to Washington. 

After driving to Alaska on that move we have decided to fly to North Carolina via a 30 day leave in Washington.  Jay has to report no later than December 6, 2009.

So this is the first of several posts I will write with the PCS experience.  At this point I am just in the investigation stage and have printed out the "calender of events" from the Military HomeFront web site.  I will be using several on-line sources and will be following the information from my own articles. 

My first step is to use the Military HomeFront's  Plan My Move module and print the calendar and the "to do list". 

My calendar has most of the activity starting in August - so stay tuned.

Naval Base Kitsap |Online Relocation Package | Week One - Take Charge | Know Your PCS

When I say "Take Charge" I mean it.  There are so many military members that have no clue on what the move process is even though they have been threw it.  A few months down the road they find out from speaking to someone else that they missed out on some huge entitlements. Remember it is your responsibility to request all of your benefits and to receive the full value of your entitlements.

First you want to educate your self about the basic relocation reimbursement programs

Remember not to listen to rumors when it comes to your allowances.  Allowances change from time to time and even if you are doing research on the Internet there are a few .dod sites that are not update and do have the incorrect information.  You need to physically check with the finance office on your installation for the exact amounts.  Just remember that even there you might run into misinformation so book mark this link and read the information prior to your appointment. If you think something is not right then do the research in the Department of Defense, Per Diem, Travel and Transportation Allowance website and the JFTR Portal located there then schedule a follow up appointment. Sometimes those involved either are mislead or don't know that an article has changed.

Dislocation Allowance - DLA

•·        The DLA is intended to help with miscellaneous moving costs. It is paid once per PCS move.

Per Diem Allowance

•·        The Per Diem Allowance is to reimburse you and your family for the costs of meals and lodging when you travel to your new duty station.

Temporary Lodging Expense - TLE

•·        The TLE is to partly reimburse relocating members and families for the cost of meals and lodging incurred when temporary housing is needed

Advance Basic Pay

•·        This is basically an interest-free loan you can get when you make a permanent change of station move.  You normally repay advance basic pay in 12 equal installments. This is not something I would advise.

Monetary Allowance - MALT

•·        The MALT is the amount paid when a member and/or the member's family drive to their new duty station, based on the Official Military Table of Distances.

House Hunting Trip Prior to Move

•·        You may request a permissive TDY for up to 10 days.  There is no transportation or per diem paid, members are not charge for leave.

 

I have left off any type of dollar amounts for a reason. I feel it is the responsibility of the member to do the research and be prepared at the finance office meeting.

Once you have a copy of your official PCS orders you will want to make an appointment with your transportation office.  The earlier, the greater your chances of moving on the timetable you desire. At this meeting there will be an explanation of your PCS entitlements. You will have to make some decisions on how and who will move you. Full government move or DITY (which needs approval) or a combination of both. We usually do the combination. We are never over our weight allowance for HHG (household goods) so we file a partial Dity to receive compensation on the weight of goods we haul in our POV (personal vehicle).

You many also qualify to use the online 24/7 Smart Web Move internet site and process the schedule of your HHG's online.  Here you can handle the process at home from your computer.  SmartWebMove is currently serving 80% of routine moves from station to station.  However, if you don't qualify or don't want to participate you can just contact your Personal Property Office. 

We have never been eligible for the SmartWebMove probably because we have alwaysbeen transferred from Marine Corps base to Marine Corps base but I know that is now changing and the SWM is handling Marine Corps moves too.

There you have the process. Now it is your responsibility to "Take Charge" and make sure that you and your family receive your full military benefits.

Spring PCS | Naval Base Kitsap | Installation Overview

 

 

Naval Base KitsapLOCATION


Naval Base Kitsap is located in Kitsap County of West Puget Sound on the Kitsap Peninsula. Naval Base Kitsap is composed of Naval Base Kitsap - Bangor and Naval Base Kitsap Bremerton. Naval Base Kitsap is part of the Navy Region Northwest. Bangor is the submarine community and Bremerton is the Ship community. Bremerton is also connected to Puget Sound Naval Shipyard (IMF). Bremerton is located in the city of Bremerton and Bangor is located closely to the town of Silverdale.

Centrally located to both bases is Naval Hospital Bremerton which also falls under the Navy Region Northwest. NHB sailors and families use the facilities on Bremerton and Bangor. Naval Hospital Bremerton is a fully accredited acute care and obstetrical hospital. My husband was stationed at Naval Hospital Bremerton when I met him.

Kitsap Peninsula is located just across Puget Sound from Seattle. You can travel to Seattle via ferry or drive around by going over the newly designed Tacoma Narrow Bridge. Depending on the time of day and the traffic volume the trip to Seattle usually takes 1 ½ hours.

You are now in "God's County". The area offers some of the best views of mountains and water as well as some of the best boating and recreational opportunities in the Greater Puget Sound Area. Within a mile radius you have several attractions and facilities to visit and explore.

Naval Base Kitsap Part of CNR Northwest - Supporting Command to the Warfighter

Located on Bremerotn you will find fitness facilities, a commissary and a NEX. You will find the same facilities located on Bangor. The facilities on Bangor are larger as is the housing area. What I find nice is there is always a commissary open. The Bremerton Commissary is closed on Tuesdays, while the Bangor Commissary is closed on Mondays. Of course I really think that all commissaries should be open 7 days a week. What is this 1952!!

Depending on how you are arriving to Washington State will depend on what services you need and what information may come in handy for you. Puget Sound Military Guide :: Did you get yours?

The Puget Sound Military Guide has been out to the NEX, MCX, PX and well all the X's over the last couple of weeks. I picked mine up at Naval Base Kitsap - Bremerton. Military Relocation to Naval Base Kitsap

Your Military Relocation Guide to Naval Base Kitsap | You Are Gonna Love West Puget Sound on the Kitsap Peninsula!

This is the moving van that hauled our Household Goods (HHG's) on our military PCS to Naval Base Kitsap from the desert of  Southern California.   

Every year it is estimated that one third of Active Duty Military members have to plan and execute a permanent change of duty station or PCS in military speak.  The most important part of a PCS is to take charge, it's your PCS!! There's lots of help available but you are going to have to find it and ask for it.  The military will also help with the moving expenses but you are going to have to know your allowances and your entitlements and you are going to have to request them and follow all the rules

When it comes to a PCS you will find lots of people are going to want to tell you how to do it, they will tell you what the rules are, they will tell you what they could or couldn't do. As with anything else even though there are strict rules overseeing the military PCS process each command at each installation are full of individuals who will interpret the "rules" a million different ways so you need to know where to find the truth. Please remember that when a person was in the military 14 years ago the rules were not the same! We still have retired members telling current members that BAH is based on how many dependents instead of with or without! Now that is scary!

I have been a Navy Spouse for 4 years and during that time I have moved three times.  All three of the moves were cross the country - West Coast to East Coast, then East Coast to West Coast, then from the Mojave desert of California to the subzero terrain of Alaska.  I am now "home" and will be able to stay here for several years.

I want you to know that I know what you are going through, I know what its like to move with short notice, and I know how much work it takes to have a successful PCS.  I give you this information about me so you can begin to get to know me.  Begin to have the confidence in me that a trusting relationship can begin to form.  I know people do business with those they trust and I want to be the one person you can trust when it comes to any of your real estate needs.

Whenever you PCS you should take advantage of what the area has to offer and make sure you "Take a Vacation on the Navy"!  Seeing different parts of the county is one of the many benefits of a military career. 

I don't think I would have ever had the privilege of seeing all of the nation's monuments in Washington D.C, or seeing the spot where the real "Cheers" bar is located, or walked the Freedom Trail if not for the Navy and the PCS we did to Groton, CT back in 2003. 

Nor would I have ever learned about the Mojave Desert first hand and climbed in Joshua Tree National Park if not for the Navy and a PCS to Marine Corps Air Ground Combat Center in Twenty-nine Palms, CA. 

I know I would never have watched the mountain race in Seward, AK on the 4th of July or watched a real sled dog race or learned to fly fish for salmon on the Russian River if not for a PCS to Anchorage, AK! So make sure you find the tourist in you when you PCS to a new area!!

Here are just a few of my favorite day trips in the Puget Sound area. I know there are several more but this will get you started!!

 

 

 

 

 

The Series | Bremerton| Day Trips | Safeco Field

Moose Country? Yep, that is what I said! Mariner Moose Country!!! The Mariner Moose is the official mascot for the Seattle Mariner's pro baseball team.  Living in the area all my life I have come to see the many changes of the Mariners and the Moose.  I remember the days of sitting in the Kingdome watching baseball on a warm sunny Seattle day - INSIDE!! 

"Refuse to Lose"- I also remember the days of the greats, Ken Griffey, Jr., Edgar Martinez, Randy Johnson, Jay Buhner, Dave Valle, Alex Rodriguez and Edgar Martinez.  Oops, did I say Edgar Martinez twice? I sure did! He is my all time Seattle Mariner favorite player. I personally feel he saved baseball in Seattle with "The Double" he hit during the 1995 game vs. the New York Yankees to win the game 6-5 and advance the Mariners for the first time to the American League Championship Series.  I know that the tiles of the doomed Kingdome probably played a role, but it was that game on that day that grabbed all of Seattle and the Pacific Northwest and made us a "baseball town"!!! 

The new stadium opened in 1999 and it was amazing. I probably attended 25 games that year!! I love to watch baseball.

When you relocate to the area Safeco Field  "The House That Griffey Built" should be one of your "day trips". You can tour Safeco Field individually or as a group.   

 

 

Tour Schedule

April 1 - October 31| You may tour the stadium on days when there are now games at three different times. 10:30, 12:30 and 2:30.  On days with 6 pm games there are only the first two tour times. 

November 1 - March 31 | Tuesdays through Sundays at 12:30 and 2:30

Tours are approximately one hour long and cover a distance of one mile, so wear appropriate apparel. 


Birthday Tours - How much fun would this be?!!


The Birthday Tour package includes the following.

  • Personal guided tour for up to 20 people
  • Time to play at the Children's Hospital Playfield
  • A suite overlooking the ballpark for presents and cake
  • Party favors for each child
  • A birthday message on the scoreboard

The Series | Bremerton | Day Trips | Point Defiance Park

Never have I ever come across a park like Point Defiance Parkjust over the Narrow's Bridge in Tacoma.  Growing up in the area I have enjoyed this park many times, from the family picnics to the elementary school field trips.  Point Defiance Park is a day trip you will revisit often.  There is so much to do and see that you will probably need to divide the attractions up and visit on at least 5 occasions just see the minimum.  Point Defiance Park is situated on approximately 702 acres that encompass natural forests and salt water beaches.  The park offers several recreation and educational opportunities.  You can have fun here, learn here and hang out with nature here!!

 

Gardens and Old Growth Forest

 Acres of gardens | Dahlia, Fuchsia, Herb, Iris, Japanese, Native, Rhododendron and Rose.  You can spend hours and hours just walking along the paths of these gardens.  Several times I have just taken a book and sat in a garden and enjoyed the smells and the beauty.

 

Point Defiance Zoo & Aquarium

Even on a rainy Pacific Northwest day you can have a blast at the Point Defiance Zoo & Aquarium. There are covered viewing areas and indoor exhibits. I love aquariums and this one is one of my favorites.  I guess the reason is because it was one of my firsts. I remember as a child going on field trips to this zoo.

 

Five Mile Drive

There have been times I have visited Point Defiance Park just to makethe "Five Mile Drive".  These five miles of asphalt wind thru some of the most gorgeous old growth forest in the area.  Along the way there are viewpoint  opportunities, areas to picnic and relax and several "Kodak moments", including Puget Sound, the Cascade Mountains, the Olympic Mountains, the Narrows Bridge, Vashon Island and Gig Harbor.

 

 

Owen Beach   

This is my favorite spot at Point Defiance Park.  I love the beach! Any type of beach! From the Owen Beach you can see Vashon Island, watch the ferry boats and any other water traffic.  Owen Beach is perfect for a family picnic with picnic shelters, grills, tables and a large restroom area.  If you are adventurous you can rent kayaks here!

Fort Nisqually

 I remember as a child going to Fort Nisqually with my entire family.  Over the years it has grown and improved.   Fort Nisqually was originally a Hudson's Bay Company outpost built in 1833.  This is where you can travel back in time and experience life in Washington during the fur trade era.  Fort Nisqually was the first European settlement on Puget Sound. 

 

 Art in the Park

Around the park grounds you can find several different sculptures to include an authentic Native American totem pole.

 

So no matter how much time you have, an hour or several you can find something to do that is either free or a nominal fee at Point Defiance Park. Remember, even if the weather is cloudy and raining you can still enjoy several areas of the park.

 

 

 

 

The Series | Bremerton | Day Trips | Seattle Space Needle

There is nothing like having lunch at the Seattle Space Needle. One year while living in eastern Washington I decided that it was time to take a vacation and we choose to explore Seattle.  I love to vacation local. I am amazed at how many people who live in Seattle and the surrounding area have never been to the Space  Needle!  I decided on lunch because my kids were elementary school age and the price is lower than dinner.  Many say they would never eat at the Space Needle because of the price. Well, treat it like what it is a "treat" and have lunch. Over the years the rules have changed and there is a minimum charge of $25 per person for lunch.  Lunch Menu

You also will be able to continue up the observation deck.  Maker sure your lunch last an hour so you will have completed a full rotation of viewing.  The Observation Deck is located 520' above Seattle and features 360º full view of the Puget Sound. 

The Space Needle was the huge attraction of the 1962 Worlds Fair.  Now it is the "trademark" of Seattle.

Insects, Butterflies and Dinosaurs, Oh My

The Series | Bremerton | Day Trips | Pacific Science Center

 

When my kiddos were in elementary school we must have visited the Pacific Science Center at least 3 times a year. This is an amazing place unlike any other science center in the world.  Of course the fun just isn't for kids, all of the adults I saw each time seemed to be having just as much fun.  Of course I did everything my kids did!! I even touched living saltwater tide pool creatures! Today there are even more exhibits to see, feel and play with.  I always enjoyed the Body Works Exhibit and the Science Playground. 

There are over 6 acres of hands on exhibits, two IMAX theaters, planetarium, motion simulator and laser light shows everyone of every age will find something of fascinating interest. 

You will want to check the Pacific Science Center website for the schedule of special eventsand IMAX and laser light show times as well as to learn what is available to do prior to your trip. This way you will not miss a thing while there. I would never spend less than 4 hours on a visit. Doors open at 10am.

Pacific Science Center is located under the arches near the Space Needle. Daytime entrances are on Denny Way and the main entrance and Will Call are located facing Seattle Center to the north. This is also the only evening entrance.

 

 

 

 

 

 

All Aboard... Ferry Ride!!

Take a day and ride the Ferry.  Several years ago I took a day trip with my kids on the Ferry. We left Seattle and headed over to Bainbridge Island.  There is nothing like being out on Puget Sound!! Once on Bainbridge Island we took a little drive and had lunch, then back to the ferry for the ride back. Riding a ferry is a very relaxing and fun experience for all ages.

From Bremerton you could ride the ferry into Seattle and depending on the weather you could leave your car on this side and then walk on over to Pike Place Market. It isn't that long of a walk and well worth it.

Make sure to check out the Official Washington State Ferries website for more information on times and charges.  Right now with all the winds and waves there has been some "ferry drama" and you might want to wait until spring. 

Ferries are just not for commuting they can be used for fun too.  Did you know that the Washington Ferry System is the largest ferry system in the United States?  People use the ferries for Birthday parties, weddings and memorial services.  Just be sure to contact the proper department to schedule your special event.

 

 

 

The Mountain

The Series | Bremerton | Day Trips | Mount Rainier National Park

 That is what we call it. When you relocate to the Pacific Northwest you will here people talk about "the mountain". You will hear the phrase "the mountain is out today" and"have you seen the mountain today". The mountain they are talking about is Mount Rainier.  Mount Rainier dominates the skyline from the urban areas of Puget Sound to the eastern wine country of Washington State. 

I have only been to Mt Rainier in the summer time.  I have hiked a couple of the trails with my boys.  Even if you aren't into hiking you will enjoy this day trip because just getting to Mt Rainier is a treat in itself. Mount Rainer is 14,4100 feet in elevation with 26 major glaciers, breathtaking waterfalls, over 100 varieties of wildflowers and approximately 56 species of mammals including deer, elk, goats, black bears, cougars, red fox and others.  The park encompasses 370 square miles and is the tallest of the Cascade Mountain Range volcanoes. Yes Mt. Rainier is a volcano. 

The park also offers over 240 miles of trails. There are trails for all ages and abilities. You can "stroll" a trail of less than one mile or you can go on the 93- mile Wonderland Trail. I have "strolled" the easy trail with several older family members. It is amazing what you can see. 

Sunrise Day Lodge & Visitor Center is on the northeast corner of the park.  This is the highest peak you can  reach by car and is 6400 feet.  The center is open between June to mid-September.  This side of the park is in Mt Rainier's rain shadow and has a drier climate.

Henry M. Jackson Memorial Visitor Center is opened year round and is located at Paradise Here you can view exhibits on geology, glaciers, flora and fauna. 

There are also places where you can stay for a mini vacation.  National Park Inn has 25 guest rooms and a restaurant.  Paradise Inn will re-open this May after a renovation project.

Welcome to Kitsap County on the Beautiful Kitsap Peninsulabetween the Olympic and Cascade Mountain ranges in Washington State.  The Kitsap Peninsula area belongs to Navy Region Northwest with Naval Base Kitsapwhich includes Bremerton, Bangor and Keyport.  Naval Hospital Bremerton of Navy Region Northwest is also located in the region. 

If this is the first time you have been stationed in the Puget Soundarea, you are in for a treat.  The Kitsap Peninsula area offers some of the best views of mountains and water as well as some of the best boating and recreational opportunities in the Greater Puget Sound Area. Within a mile radius you have several attractions and facilities to visit and explore.  I always say I can be to the beach or the mountains in under an hour!
